Bodybuilding Bulking Phase

I have a few bodybuilding questions, thanks.
Must I go through a bulking phase in order to reach maximum results?
Will cardio or other forms of high intensity exercises hinder my muscle building progression during my bulking phase?
Can a person who has been weight lifting for a few years experiment with working out more often? Or is this not a good idea during my bulking phase?
If a body part is not up to speed with other areas of the body, meaning there are muscle groups that are not as well developed, should I work that area more?
Answer: "Must I go through a bulking phase in order to reach maximum results?"No, this is not necessary. When you think "bulking" think maximum weight gain from over 90% fat and water retention.
"Will cardio or other forms of high intensity exercises hinder my muscle building progression?"Cardio is great for the muscles. Do cardio often.
